Default Satisfactory service in Guard or Reserves

As a thirty year retiree of USAR, I am puzzled by all the discussion of
whether or not Bush's Guard service was satisfactory. The only criterion of
an acceptable year of service and an acceptable retirement year was the
accumulation of 50 points, made all the easier by the fact that 15 points
were awarded for merely being an participant. So, why all the argument? Bush
never had less than 50 points even in his last two years.
