Default Antenna found. - P3220001.JPG (0/1)

I found this antenna while walking my dog, It was lying on the ground
on the approach to Norwich airport UK.
It appears to have sheared off at the the base.
I was wondering if any of you knowledgable types could tell anything
about it?
