The title of the paragraph is Visual Segment of the Final Approach Segment. That seems to support the fact that the FAA TERPS folks consider descent below MDA or continuing of descent below DA to be a VMC flight operation. This stuff perhaps is not as black and white as you seem to think it to be. |
