Default Mexican TCA's

So far my online browsing has turned up nothing on Mexican Aviation
Regulations -- and it doesn't help that I don't know Spanish. Does anybody
have a helpful link?

I'm trying to find regulations governing "Operations in Mexican TCA's" (not
Class B), specifically, that airspace within 30nm of Ciudad Juarez Intl.
Airport near El Paso, Texas.
