SANTA FE - A POW-MIA flag was raised outside the Capitol on Monday in
honor of a missing Navy pilot from Florida whose jet was shot down in
the 1991 Gulf War in Iraq.

John Garcia, veteran services secretary, said the flag was intended to
draw attention to the case of Navy pilot Michael Speicher, whose
designation was changed from killed in action to missing in action in
2001 and change...
