If I enable the display of cities/towns, their names appear as they
should but the font size is in most cases much too big. Also,
different towns get different size of font, but the allocation doesn't
have much relationship to the town's size.

Nope. These are database graphics, so you basically have the ability to
toggle on or off. Database graphics are designed to automatically place and
move pertinent information so it will be in view as you change scale or, if
in the opinion of the designers some item should drop out of view at certain
scales.

Actually, these graphics come from a font file and are placed on the
map by the nav data file. Go to your Jeppesen program folder and look
under the "Common" folder. There you will see a folder called Fonts.
Browse each font file to see the graphics.
