Default 3 passengers in the back of Mooney?

Hello,

Someone asked me today if there was an STC or something that would
allow you to put an extra seat belt in the back of a Mooney. The
Mooney has a bench seat in the back and this particular guy has 3 small
kids (3,5,7 years old). Is it possible to add an additional seat
belt? Whats the rules?

What FAR requires a seatbelt for each person? The kids can share a
seatbelt.
