Given:

"In 1994, the county adopted a comprehensive compatibility plan
that limited residential development within a one-mile radius of
an airport to homes with a minimum lot size of one acre."

and:

"Metcalfe said the clustered development and inclusion of
emergency landing areas and open space is adapted from a similar
measure adopted by the state of California."

It may be that the anti-noise factions will have less of a
constituency as a result.
