trouble starting cfs3 campaign...besides the normal bugs

i've owned cfs3 since last x-mas...1st install went bad...it didnt
install right. got it installed on 2nd try- worked but shudder was
real bad...running a - Atholon 1800+ 1.8 ghz - 512mb ram - 64mb
(pci)ATI Radeon 7500 pro - 20 gig hd.- win 98 se. with resorces up to
91% (pretty good). updated with all new drivers- including dx9.0b. and
it runs well at #3 graphics setting. but i must be dumb or something
because when i try to start a campaign it says " cannot place british
hq's/squadrons/ given spacing 2 and current squadron and front line
shape" . no madder what i try -i did get it to run 1 time and
completed it - after a uninstall and full install again. thats the
only time. Anyone got a idea why??? please help...getting
frustrated!!!!
