Latitude and longitude coordinates. Aviation systems often express these in
degrees and decimal fractions of a degree, intead of degrees, minutes, and
seconds. Some systems also use degrees, minutes, and fractions of a minute.
There are several variations.

Negative longitude (second number) means west, positive east. Positive
latitude means north, negative south.

Those particular coordinates correspond to the Yuma AAF Proving Ground (KLGF),
in Arizona, USA.

The convention is north latitude and east longitude are positive numbers,
south latitude and weat longitude are negative numbers.
