Default Asterisks off the coast of California on sectionals

On the San Francisco TAC, I see lots of black asterisks just off the coast. I
can't find them in the chart guide or in the map legend. What do they
represent?

I don't know about the low tide part but it is rocks and it says so on
the chart. Bottom right corner of the legend where it shows a lake,
damn, pier and rocks.
