Can you use a safety pilot for long XC or does it need to be a CFII??

The intent certainly is to have a CFI-I aboard; otherwise what's the
point?

Trust me on this: Take the CFII.

This very issue is why I ended up flying a total of 6.5 hours on the day of
my instrument check ride.
