Default KJZI (Charleston Executive, S.C.) ILS RWY 9 DME Required

Hello,

I'm trying to figure out why the ILS or LOC Rwy 9 KJZI requires DME,
per the notes. Any ideas? I don't see where any of the fixes can't
be determined by dual VORs.
