Default Japanese War Crimes-- was Hiroshima.

Here's a thought-- So many people seem to be upset that the U.S.
targeted Hiroshima...
So why ont arrest the Japanese in charge of dispersing their
production capability.
It makes sense-- if you say that the U.S. had some "responsibility"
to avoid japanese casualties, even at the cost of their own, didn't
the Japanese have an even greater responsibility.
So shouldn't they be held responsible for not removing the various
military headquarters, etc, from major cities?
