Default 4130 can't be OA welded?

Stuart,
My shop is in Fairbanks, Alaska. Will have to check into your
magazine. I have a set of Safari plans I'd like to get started on when
I get time. Still trying to finish a stretched PA-20 project. Always
looking for the better bushplane.
