Default Mig-29 SMT questions

Can anybody tell me if the Mig-29 SMT upgrades really work? Does it
turn a Fulcrum A model into or close to a F-16 block 30? Can Russia
produce in numbers the newer D-33K engines? Can the new radar pick up
targets at a 100 miles? Does the US air force or and Navy plan to
train against the updated versions? Is there any confirmed air to air
combat between the Su-27 vs Mig-29?
How would the future Chilean F-16 fair against an Peruvian Fulcrum
SMT?
Does any know how may hours per year Peruvian fighter pilots train?
