Entrepeneurs often would like to see some profit from their enterprises. Restoring (and flying, keeping airworthy) an old bird rarely brings money. It costs. HEAPS!! So you'd be needing a few guys with lots of money to spend or a WHOLE bunch of volunteers who spend their time and money to keep the thing up If these things are not available, the thing don't fly. Governments exist to serve interest groups (teachers, the elderly, paving contractors, police) that are all braying for more money. Historical preservation is pretty far down on the list, sadly. |
