The Fuel tax on automobile gasoline has both state and federal components. The Federal tax is not waivable for aviation/off road use for people like you and I. There may be a valid farm/ag use waive, but not for ordinary GA. The state component may be waivable. In my state, it IS, and you get a form (available online) and submit it to the Comptroller (taxing authority for the state) and get a refund. Save your reciepts and keep good records (that is for retail sales at someone elses pump). If you have a tank, you may be able to purchase bulk without paying the tax up front, but again, good recordkeeping applies. If you use it in your car on the roads, that amount is legally taxable.
