Before I retired the times were a site parameter. They were established at
the Center after coordination with the terminal facility. Once you file
them they are in the Centers computer (what we used to call temporary
storage) they could be called up from there by the departure facility. The
busier the Center and terminal facility the shorter the time.

Y'All,
I got caught in the Las Vegas Bush TFR traffic jam last month. Called FSS
for pop-up air filed flight plan. First question asked was if we have filed
in the past week. We had two days before. Specialist brought up all the
info and just changed route info and we were on our way home..
