Hello,

With two ANR headsets, is a vox intercom still useful?

Two different functions.

ANR listens to noise in the cockpit (actually in the earpiece) using its
own mics mounted in the earpieces & generates an inverse signal to
cancel it out. It ignores signal coming from the microphone at your mouth.

VOX (voice operated switch) listens to the microphone & only allows the
intercom to send the sound from the mic to the earphones when the
'noise' exceeds a level set by the operator using the 'squelch' control
on the intercom. 'Squelch' is set so that the addition of voice to
cockpit noise is sufficient to 'break squelch' & allow the mic signal to
flow through the intercom to the headphones.

When the intercom breaks squelch, you will hear cockpit noise along with
voice in the headsets, even with ANR.

Check out Flight Tech intercoms at http://www.flighttech.com/. It is an ANR
intercom and you can still use ANR headsets with it.
