Default Flying to KFME (Tipton)

I'm planning to fly from Ohio to Tipton (KFME) from the west over the
Martinsburg VOR (MRB). I've looked at the IAPs and the arrival & departure
procedures for the DC area in order to get an idea of how the traffic flows.
Although I'll file IFR, I've researched the ADIZ requirements too since I
also plan to conduct a local VFR trip to FDK during my visit.

Any advice from local pilots familiar with this area would be greatly
appreciated.

ADIZ requirements are pretty simple:
1. File a flight plan with AFSS via telephone. Leesburg is most familiar,
but there may be significant delays via phone if the weather is good.

2. Call clearance delivery from the ground (if possible - dunno about FME's
reception from the ground) and get a squawk. DO NOT get airborne without a
discrete beacon code. If airborne wanting to activate your flight plan for
re-entry, be sure to contact ATC while still 3-5 miles outside the ADIZ.

3. Once airborne and departing the pattern, contact approach on the
frequency given by the clearance controller.

4. If your transponder fails in flight, exit the ADIZ via a straight line to
the nearest boundary.

Remember: You're "activating a flight plan" - not getting a clearance. You
do not need to hear "cleared into the ADIZ". Once you have a beacon code
assigned by ATC, you're OK to proceed on course.

Don't squawk 1200 any time you're in the ADIZ.

Don't squawk 1200 within a couple miles of the ADIZ boundary. You know how
radar can paint you in a different location than you really are.

Keep in mind that even after contacting ATC after getting airborne, you're
still VFR. Don't assume you're cleared into Class B airspace, for instance,
just because you're talking to them.

Flying VFR in the ADIZ isn't that big a deal. If you're used to flight
following or IFR flight, then it's likely to be "old hat" to you.

Looks like my fellow DCpilot John T beat me to this one.. But I'm
based at FME!

I'll add my opinion though:

1) There is a clearance delivery frequency, but it's of the 'click 5
times to dial clearance', so I suggest just calling them on the phone.

2) The FME pattern is NOW at 1000' MSL.. It used to bounce around
between 1200' and 1000', but I think they finally officially made it
1000' so all the NW-E traffic trying to get to the eastern shore can
transition without flying right through the pattern.

It looks like I'll make a couple of trips there too. Can you recommend a
nearby car rental office at/near FME? Also, what's the recommended way to
get an IFR clearance--calling via cell or through the RCO?

There's an Enterprise that I've used before when I had my car in for
service at the nearby Nissan dealer... nothing particularly exciting
to say about them, but it's functional. The RCO and your cell phone
probably call the same number - I haven't verified with the RCO since
I usually just use the cell and call before I get in the plane since
its the 'calling' kind, not the 'broadcast at a position at approach'.
Anyways, for the amount of redialing that you are likely to need to do
to get Potomac TRACON on a 'nice day', I recommend the cell phone.
