I have heard it slightly differently:
Heaven is where the French do the cooking; the Italians are the lovers;
the Germans make the machinery; the Swiss do the banking and the British
do the enforcing.

French make the machinery; the Italians do the banking and the Germans

Well, the date is Showa 12 = 1937 (the first 5 character, L-R).

part of the rest reads " Nagato, " " crew "

I've seen pictures simialiar to this of British Battleships
so its probably just the whole crew of this ship.
a copy of this picture has been sent to a friend in Japan so that we can
get the translation.

That would have been my guess.

This is getting bothersome.
When I *open* the above URL with the SBC Yahoo! Browser I get this
silly, big GIF of a plus sign between tilted square brackets and a
line that reads "http://thismight.be/offensive/". If I open in with IE
I get what it seems everybody else is getting.

That IS a valid alternate. :-)
