It's Biggs Army Airfield (KBIF) at Fort Bliss. Their runway 3/21 is
about 2 miles north of ELP's runway 4/22. Before the days when
everyone had a GPS on their yoke, it was fairly common for KBIF to
greet an unscheduled civilian arrival.

Heck, even Southwest Airlines landed there once by mistake, back during the
PATCO strike, when the airlines in the south were aloud to fly VFR.
