I suggest Gillespie (SEE). It is way east of the Bravo AND the San Diego
Trolley, which will let you connect with the public transport to all the
major San Diego attractions (as well as all the way to the Mexican border
right at the Tijuana crossing) has a station just off the departure end of
28.

Fuel isn't too bad or too good; they USED to have 80 and cargas but I
understand that both of them are gone now.
