I'm not so sure, Larry. The report says "During a routine mission, a
*certified pilot* controls the UAV from the PPO-1 console..."

Certified? By whom? In any case, the "Certified Pilot" apparently made
several mistakes in this instance. I wonder if his "certification" will
be subject to review by FSDO.
