Because they're not a bonded carrier. They hand over your parcel to a
bonded trucking company for them to carry over the border. Then they
pick it up again on the other side after it's gone through the
warehouse. Very slow and Very expensive. UPS is the worst way to get
cross border shipments.
Another way of putting it is the brokerage fees will KILL you!!. I
have had the brokerage fees (not including levied texes) exceed 25%
of the value of the part shipped.
In contrast, Canada Post charges a flat $5 canadian to look after it
if the value is over $60.
