I don't understand the second part about "achieving one fix more than 5
miles outside the start cylinder" .

If the pilot exits out the top of the cylinder "after the task has opened",
doesn't that establish his 'start'?

I don't see how the '5 mile' thing applies. *If he exits the cylinder,
hasn't he started?

This is not talking about a fix at 5 miles making the current start
valid, it is talking about being able to score using a previous
start.
