I can't see a few junior ranks orchestrate such things on their own.
In fact they have alluded to the rape of women and children and have
maintained they were ordered to do such things.

Assuming some fool actually raped a woman , or worse a child, that person can't
logically say he was only following orders. Every single adult in the U.S.
knows rape is illegal. By extension he should assume it is illegal under the
UCMJ (it is).
