NOI!! The DC ADIZ has nothing to do with the old ADIZ other
than they decided to use that acronym. None of the real ADIZ
rules apply. The DC ADIZ rules are spelled out in the NOTAM.

Essentially you must file either a special ADIZ (NOT DVFR) plan
with a human flight service briefer or file IFR, you must obtain a
squawk before launching (or entering the arispace), and you must
talk to Potomac Approach.
