They being the CONUS ARTCC
PDR = Preferential Departure Route
PDAR = Preferential DEparture Arrival Route
PAR = Preferential Arrival Route

Centers have them for most all terminal airspace.

If by "they" you mean US ATC in general, the answer is yes. I'm not
familiar with the DC area specifically.
