There is a ball bearing on an eccentric that pushes the cutter up and down. leaves a nice edge and works even when I have the metal masked off. You do have to be careful as it's a tad faster than you expect at first. :-)) No good for inside corners, but otherwise works great. I run 90 psi to the tool.
