Default Update: water bag leak where bag meets PVC valve

The factory assembled the bag to the pipe using two wraps of tape
similar to medical tape around the pipe to create a pliable surface
and to bring the OD of the pipe close to the ID of the bag end (1.5
inch). The bag was fit over this tape then they added two more wraps
of tape over the bag end to protect it from the two worm gear hose
clamps. My guess is that the leak was caused by years of differing
thermal expansion of the PVC pipe versus the stainless steel clamps.
Automotive hoses use constant tension clamps to avoid this issue, so
I'm going to use this type clamp.
The weak link will still be the tape underneath not being pliable
enough for the clamps to bite into. It should use a soft rubber (?)
sleeve the OD of the pipe, but the wall thickness can only be 1mm.
Has anybody solved this problem without RTV goop?
