He can take out anything he wants. It's the puttin back in that the FAA
has
rules about.


Who has the authority to re-install the ADF and Transponders once I have
them re-finished? Any A&P or does it need to be an avioniker?

Anyone has the authority to re-install them. An avionics tech must check to make
sure they are still accurate before you can use them again.
