Read it again, Ben.
It says "removing AND replacing"... not "removing AND/OR replacing". Thus, it prohibits the DUAL action of removing and replacing, not simple removing nor simple replacing. That ain't snarky, that's logic and construction. Jim (Ben Jackson) shared these priceless pearls of wisdom: -He can take out anything he wants.
