File a flight plan with AFSS via telephone. Leesburg is most familiar, but there may be significant delays via phone if the weather is good. 2. Call clearance delivery from the ground (if possible - dunno about FME's reception from the ground) and get a squawk. DO NOT get airborne without a discrete beacon code. If airborne wanting to activate your flight plan for re-entry, be sure to contact ATC while still 3-5 miles outside the ADIZ. 3. Once airborne and departing the pattern, contact approach on the frequency given by the clearance controller. 4. If your transponder fails in flight, exit the ADIZ via a straight line to the nearest boundary. Remember: You're "activating a flight plan" - not getting a clearance. You do not need to hear "cleared into the ADIZ". Once you have a beacon code assigned by ATC, you're OK to proceed on course. Don't squawk 1200 any time you're in the ADIZ. Don't squawk 1200 within a couple miles of the ADIZ boundary. You know how radar can paint you in a different location than you really are. Keep in mind that even after contacting ATC after getting airborne, you're still VFR. Don't assume you're cleared into Class B airspace, for instance, just because you're talking to them. Flying VFR in the ADIZ isn't that big a deal. If you're used to flight following or IFR flight, then it's likely to be "old hat" to you.
