Not true from all the reports I've read and would contradict everything else
the leaders in London have been telling the population (go back to work,
return to your normal life, etc)

They asked (demanded?) the _Americans_ to stay out of town. Another British
offical then recinded the demand/request.

Do you have any factual source for that claim? It contradicts all news
reports I've seen, in which the US military said it issued the ban for the
safety of US troops (with no mention of any request from Britain), and
British authorities (including Tony Blair) said they'd pressed the US to
*end* the ban.
