That's on land and east of the corridor. Sounded to me like he wants to fly over lower Manhattan at just under 1500'. Hanging a left from the exclusion to head for CDW would not be a problem IMO, though I tend to go a bit further north and avoid TEB airspace. I would be a bit nervous about trying to contact TEB from the exclusion with intentions of landing there. I think that's cutting the timing a bit fine.
