You'd have to go to a flying club - there are few "rentals" per se.
At the flying club, you would do some time with an instructor, then
theoretically you could go out. It's a "really" good idea to be at least
conversant in French, though not absolutely necessary. There are plenty
of small airfields where radio is required, but no English language
services are provided. There are plenty of others where no radio is
required (just as in the US) and then larger fields where English
services are provided.

It would also be a good idea to be familiar with some of the differences
in airspace (airspace classes are used somewhat differently)and
communications (Q-code, used throughout Europe), but by and large you can
get by, and many pilots do. There are many English pilots who fly in
France (no doubt on prospecting trips, looking for houses to buy) and you
can often hear them bumbling about with the radio. Most do have at least
a smattering of French though.

When I flew up to Quebec, Canada there was quite a bit of French on the
radio (they are required to reply in English if you are speaking
English, and they do, excellent English BTW). But what got me was,
though they spoke in French, the numbers, like 122.8, were spoken in
English!!!
