Default FA-18 looking for gas pump img 7964

I was a Gunner CWO in VA-164 back in the early '70's.
My name and rank was painted on the starboard side of one of our aircraft.
It's an honorary sort of thing. It recognizes the ground pounder officers
in the squadron.

Looks to me the guy taxiing this F/A-18 from VFA-137, NAS Lemoore, is a
Commander (shiny silver leaf on the shoulder). If so, what's the name of
the Chief Warrant Officer painted on the fuselage mean?
Aircraft was enroute to Key West for a stint of Top Gun training.
