Ahhhh that explains it that's place lets the tweekers run free but lockup
the drunks and harmless pot smokers that have permits.

Hahaha. Yeah, never been in trouble in my life, but now
I'm a goddamned soul-sucking criminal.

Note: Multinomah county (where Portland actually is) is not
the same, they actually have a .08 rule, so if you go downtown
and have a couple beers, then drive into Washington county,
you're only a criminal once you cross the county line.

Yea, Land of the Free No, Land of the Buck!! Police are revenue generators
and the only thing they protect and serve is the Governments Bank Account.
Welcome to the Police States of America! Land of the Buck Home of the Rats!

Unusual. I've never heard of traffic laws being defined at any other level
that the state level.

It appears some states allow counties to do that sort of thing, and
according to this source one Montana county used that authority to adopt
open container laws:

http://alcoholism.about.com/b/a/013416.htm

But I can't find anything to support the claim that Washington county in
Oregon has the alleged law. Not that it doesn't exist, but I'm finding it
difficult to verify with online searches.
