Countermeasure is trying to figure out how you are going to generate an EMP on a moving target at FL300? Nuclear explosion? One a day or one every few hours depending on how often I launch? No radar paint means that you can't detect altitude, just azimuth. Or higher. Balloons can go over 100,000'. -ash Cthulhu in 2007! Why wait for nature?
