Default Safety finish rule & circle radius

I agree with you Frank.

I didn't grok the safety finish rule the first time I read it,
precisely because I didn't see what use it could be with bigger (read:
problematic) storms. Making 5 miles the minimum, and letting the CD
pick the size, is the logical solution.
