That sounds like the plotline for C. M. Kornbluth's "The Marching Morons,"
written in 1951. I read that when I was a teenager a zillion years ago when
I found "The Science Fiction Hall of Fame" volumes (great collection, btw).

As it turns out though, I believe regression to the mean may come into
play.

Discovering "Marching Morons" and "Silly Season" not that long after
they were first published was the foundation of my Skiffy experience.
