State officials really don't have the stroke to tell the President he
can go to California.


It's all about politics and public perception. While California couldn't
say the President couldn't come, if they wanted to undermine the president
when he made the visit, they could easily focus in on the effect of any
flight restrictions on addressing the disaster, and make it look like the
President is hindering things rather than helping.
