Who has priority on a taxiway?

Doesn't the ordering here imply it (at the least)?

Only in the specific case where those words apply. That is
for the case of "converging other than head on".

So if you are overtaking, converging head-on, or if one aircraft
is landing, or in distress, then the class priority DOES NOT APPLY.
