It's a friggen model.. sitting on the roof..
Notice the Wind Sock in the middle of the " putting green runway", and the
numbers are bogus..
Some one just having fun..

Yep

I think it was photo-shopped in.

In you zoom real close, look at the right side of the cooling tower. There
is some gray of the roof showing through between the tower and the grass,
where the outline of the jagged tower was not followed closely enough.

Also, why would you not put the runway as far away from the cooling tower as
you could?

With a reasonable headwind a Zenith CH701 could do it.
