I tend to agree. I'm no photo expert, but if this is as it appears there is
no way I can see that the driver of the car wouldn't be decapitated by the
nose wheel.

Look at the shadow of the scooter in the foreground.
If interpreting the picture about its proportions, the tail of the plane
has crossed the street ca 20m. so the shadow will be about 200m away in
the sink.

If you look carefully, there is no shadow because of the time of day.
Look at the long shadow of the motorcycle/rider which indicates the
plane's shadow is out of viewing range.

Also, the focal length of the lens exaggerates the closeness of the
plane's position.
