be right in that case) or the US retaliation? The US retaliatory strike was ill concieved, poorly executed and didn't meet the intent it was designed to have. But hey, it was 1983 and the US Department of Defense was still trying to drag itself out of the "hollow force" put in place by Carter (and actually begun under Ford).
