Because the XM satellites are parked above the western hemisphere. You
can't see them from Europe.

There is a satellite radio service called Worldspace that covers Europe,
Africa and Southern Asia. I'm surprised that Garmin hasn't tried to work out
some kind of deal with them.

I don't think they currently offer it to the public. The USAF has a
contract with them to provide inflight WX content to their aircraft from USAF
weather sites.
