SoI say we start making a few million of them certain. The detainees in

True - after all why go to the expense of trials or evidence - after
all they must be guilty or they wouldn't be there, despite all those
released as being harmless (although at least one released *was* a bad guy)


That's good reason to kill them all first.
Very low rate of recidivism.
